First, when citizens reach the age where they must get an ID card, they are 14 years old.
Second, when the chip-embedded CCCD card expires (expiry date printed on the front, bottom left corner of the card).
Third are citizens whose personal information has changed, or information on their identification cards has changed due to the rearrangement of administrative units.

In addition, authorities will re-issue identification cards when citizens need them in the following cases:

In addition, the new Law on Identification adds regulations on management and issuance of identification cards for people under 14 years old. However, card issuance for people under 14 years old will be done according to need, while for people 14 years old or older it is mandatory.
Important changes in the new ID card model
Recently, in the draft circular regulating the new identity card model, the Ministry of Public Security proposed 6 changes to the information fields on the front and back surfaces of chip-embedded citizen identification cards.
Accordingly, the name of the card will be “ID” instead of the currently used “Citizen ID”.
The “hometown” section will be changed to “place of birth registration”, “place of permanent residence” will be changed to “place of residence”. These two information along with the QR Code are proposed to be moved to the back of the card.
The draft proposes to change the signature of the issuing agency from “Director of Police for Administrative Management of Social Order and Order” to “Ministry of Public Security”.

Other information such as MRZ series, electronic chip on the back and color, size, and other materials of the card will remain the same.

These two identification cards have the same content, form, information, and colors, but the cards for people 0-6 years old will not have citizen photos printed on them (currently, the Ministry of Public Security only issues one citizen identification card).
